Paul Barrett boasts an extensive professional journey. He currently holds the position of Chief Technology Officer (CTO), Enterprise, at NETSCOUT in Westford, Massachusetts. With a tenure spanning over eight years, he has been instrumental in steering technological advancements at the Organization. Before assuming this role, Paul served as Chief Architect at NETSCOUT from 2011 to July 2015, contributing significantly to the company’s architectural vision.
Paul’s journey with NETSCOUT started in 2011 with the acquisition of Psytechnics Ltd, where he served as the Head of Engineering. Over his decade-long tenure, he played a pivotal role in steering the company’s growth and eventually ascended to the position of Chief Technology Officer at the time of acquisition. Before his tenure at Psytechnics, Paul contributed significantly to BT Labs, focusing primarily on voice transmission for GSM and 3GPP.
In his current role as CTO at NETSCOUT, Paul oversees the enterprise service assurance, cybersecurity, and DDOS products. His responsibilities showcase the breadth of his expertise, encompassing real-time network analysis, unified communications, end-user experience measurement, digital signal processing, encryption, software development, international standards, and intellectual property. Paul’s multifaceted skills contribute to NETSCOUT’s position as a leader in the industry.
With a profound expertise in the analysis of network communications, Paul has evolved into an expert in the fields of unified communications, end-user experience measurement, digital signal processing, and intellectual property.
Throughout his extensive career, Paul actively contributed to the establishment of international standards for information and communication technologies. His noteworthy involvement includes serving in chair positions with study groups at the United Nations’ International Telecommunication Union (ITU).
Between 2005 and 2016, Paul assumed pivotal roles as the vice chair and working party chair, simultaneously leading the United Kingdom’s delegation for ITU-T study groups. This remarkable commitment positioned him as a key influencer in shaping global standards within the ITU, the specialized agency for information and communication technologies under the United Nations.
Notably, Paul Barret is a named inventor on 20 patent applications. This showcases his innovative approach to technology. His contributions earned him recognition as a Senior Member of the IEEE in the United States and a Chartered Engineer and Member of the IET in the United Kingdom.
Paul earned a Master of Engineering (M.Eng.) in Electronic Systems Engineering from the University of York, laying the foundations for his technical prowess.

Paul delves into current challenges, gaps, and different approaches to NDR, emphasizing the application of machine learning and encryption for the next generation of Network Detection and Response.
Beyond his profession, Paul actively engages in volunteer work. His contributions to Habitat for Humanity of Greater Lowell span six years, from 2013 to 2019. During this period, he served as a Board Member and Treasurer for two years from 2015 to 2017, and as President for the subsequent two years from 2017 to 2019. Through these roles, Paul has significantly impacted economic empowerment initiatives within the community.
